BURNOUT on Magic Items

I was just looking at the Items book for the Con and I just wanted to make sure that this was NOT a misprint.

According to the book, the Default for Magic Items concerning burnout is that it is rolled BEFORE the item's effect is determined (see page 2)

I was under the impression that Princecon had changed the Default several years ago (subject to change on specific items) to the burnout was done AFTER, therefore the player gets at least 1 use out of an item.  The logic (from a story perspective) being that burnout is the equivalent of running out of charges and if a Magic item is burned out  (ie out of charges), it would not have read as a magic item in the 1st nplace.  From a mechanics perspective, it was thought to be not fair to the player to have had him waste an action and perhaps a tactical plan on a magic device only to find out the device has burned out before he could receive any use from it.

I would appreciate being sure what the default is.

It is the understanding of everyone I've talked to that the default is check burnout after use. This would fit Alex's statement that it's old text that hasn't been corrected. Personally, I try to state explicitly in my item writeups whether the burnout is checked before or after use.
