[VOTE] Vote to adopt changes to prif_alias_create to address issue #140

Hello all,

     The design proposal to make changes to prif_alias_create (and other related changes) to address issue #140 was voted upon and passed on August 12. The associated PR #141 which provides the necessary edits to the specification has 2 approvals from PRIF Committee members other than the author. The next step is now to vote to adopt these edits. These edits were easily expressed in a formatted PDF, so please reference either PR #141 to review again the edits in Markdown or see the formatted PDF attached to this email to review the changes to be adopted, if passed.

     This email begins the vote to adopt the edits expressed in PR #141. The changes must receive approval from 50% of votes (excluding explicit abstentions) to be ratified. Only PRIF Committee members may vote and the options are Yes, No, or Abstain. This vote will remain open until 5 PM (Pacific Time) on Friday, August 22rd. In order to register your vote, please reply all to this email and state your vote. If voting against, then your vote must include comments that explain your rationale.
