Table Titles

Hi,

I've extended prettytable to include the option of adding a table title, see the attached patch.  The testing module has also been extended accordingly.

Usage is similar to other options available to PrettyTable.

i.e. 

t = PrettyTable()

t.tile = "My Table's Title"

... fill table ...

print t.get_string()

If anyone discovers any problems, let me know.  Thanks to the devs for a very useful module

feature is included in the next release, which will hopefully be quite
