webwork sample chapter html broken

I noticed a couple of days ago that the webwork sample chapter's html is not working, giving a 403 error.  That is still the case today, so here's a report.

It turns out I had it already open in a tab (because of course I did!), and when I refreshed that page it gave a 404 error.
