Changes to printout page breaking

Before making a broad announcement, I wanted to get some eyes on this in case I need additional fixes.

In CLI version 2.49, we have adopted a modified algorithm for setting pages when a worksheet or handout doesn't have authored pages.  This should only change your output if:

1. You had an introduction (or any content before the first exercise) that was already too long for a single page; or
2. You have worksheets that have lots of solution-like content.

For the latter case, we now create page breaks assuming the solution-likes are hidden.  Then if they are shown, we first eat up any available workspace on that page and if the content still doesn't fit, spill over to a new page.  

I realize that this means that if you have a long hint that you want always shown and want a lot of workspace, you might be inconvenienced by this.  Open to suggestions.  

Let me know if you run into issues.  It might be worth spot-checking your worksheets after rebuilding.

One bug with the new implementation is that solution-like get place after the workspace.  I'm working up a fix for this (and an addition to the sample article that would have revealed this bug in testing; all the solutions in the samples are in side-by-side or have no workspace).

Is https://github.com/PreTeXtBook/pretext/pull/3151 relevant? Should it go in
sooner, later, or whenever? I won't do anything (I'm good at that) until I hear
from you here or on that PR.
