Mostly for Oscar. See bigger announcement on "-announce".
1. Signature for validation now has a new "report form" argument.
2. We need to assume the "dev" version is "additive". See the commits, and
there is even a Python routine checking this for us. This is what we are
already doing - it is just now a requirement.
