[NEW FEATURES] Page breaks in PDF

This one goes out to all the pagefitters out there. There's a new feature for when you build your PDF output: you can insert page breaks at certain reasonable locations, beyond the page breaking that LaTeX does automatically.

We view this as something for a publisher to control, since other publisher decisions like font and margin size will impact where to place page breaks well. So the mechanism lives in the publisher file. Specify the xml:id~s of elements for which a page break should immediately precede that element in output.

Worth noting: there is a nearby discussion about page breaks in a worksheet being printed from HTML, and that is a distinct issue from what is provided by this new feature.
