Hello, I have a property owner in our Historic District that has a recurring problem with a couple upper story windows constantly getting broken. The upper floors are not occupied. The owner desires to replace the windows but with the rental of a lift and the repair, it can get quite expensive. We believe that it’s pigeons that are doing the breaking of the glass but it is unclear as the exact cause. I’m curious how others have dealt with this issue in the past while still adhering to the Standards. Any advice would be appreciated. We also plan to reach out to our local glass company for advice.

In this case, I'd recommend exterior storm panels-- wood framing with acrylic/plexiglass instead of glass. That will protect the original sashes and shouldn't break if a bird or other projectile hits it.

Unfortunately, we don’t allow plexiglass in that district.

How about a screen panel, then?
I was going to recommend a storm window as well, although that may just add another glass pane for the birds to break. I hope the glass company has some ideas. Maybe a tempered or laminated glass?
