Where can the CCDA data format standard be found?

Has a copy and/or link to the CCDA specification that was referenced in scoring that candidate been made available?  I've searched both wiki and web trying to find it, but it's not clear which is the authoritative source:

 

Is it this one perhaps:

If none of the above, could somebody point me to a copy or send me the link of the correct specification?  It probably wouldn't be important except that this option outscored two of the other three candidates.

Just so it's clear to any of the vendors (or in-house developers) who are trying to evaluate the effort & time that might be required to develop exchange capabilities against the CCDA option, is it correct to say that a typical response would be constrained by "Section 3.42 Medication Supply Order" on page 156 of the document "C-CDATemplateLibrary_2012_12_21.docx"?

 

If not, can you point me to the correct location in the specification?  Sorry for being so dense, but this is new territory for me.  Thanks.

I am not familiar with "C-CDATemplateLibrary_2012_12_21.docx"

 

The correct document is titled "CDAR2_IG_IHE_CONSOL_DSTU_R1dot1_2012JUL.pdf"

 

The key section is "4.33 Medications Section 10160-0" which begins on p. 252 of that document.

 

"Medication Supply Order" is one of many possible entries that can be contained within a "Medications Section," but I think that others would be more relevant, such as "Medication Dispense."
