Topic for Consensus: Transport for Unsolicited Messsages

From our 11 March WebEx:  Direct encrypted email protocol is suitable for the task and is an open standard with significant and growing deployment. Feasibility was already demonstrated as part of the Phase 1 Pilot tests.  It therefore seems like the most appropriate candidate for this use case.

We would like to open the topic for comment here, and plan to discuss at our next meeting on 25 March.
