Have you seen the new legistation that has been gazetted in terms of
remote metering.

I have not seen the latest round of legistalation but could share
some
of the information I have gained over the past few months in terms of
Smart
Metering.

At present there seems to be a lot of activity in terms of remote
metering also better known as SMART Metering as South Africa and the
rest of the world look towards reducing energy consumption.

The following are some of the ideas/plans on the table at present.

Currently both Eskom and goverment have been asking for a 10% savings
from residents and an around 8% from industries.

There has been talk of fitting all households with Smart Meters by
2013. This could be limitied to households that use more than 500Kwh
per month but recent discussions indicate that the 500Kwh cap could be
increased to 1000Kwh per month.

There has also been talk of Eskom subsidising the cost of these meters
to municipalities, but nothing has been decided yet considering Eskom
is at present trying to raise funds for their own infrastructure
expansion projects. At present a lot of the the Smart Metering
projects are dependent on this subsidy due the high cost of the
meters.

Eskom together with the NRS working group has released the NRS 049
specification document, a Standard for Smart Metering which details
the minimum functionality required for a meter to be deemed a smart
meter and which would most likely be able to qualify for the subsidy.
The standard also aims to ensure compatibility between meters from
various suppliers and the various systems.

Anyone looking to deploy a SMART Metering solution should try to use
products that meet the NRS 049 standard so as to ensure they don't get
locked into a particular supplier products. Whilst the NRS 049
specification covers the physical metering devices it does not cover
the communications protocol between the meters and the Management
System software. It is expected here that the various suppliers agree
to make their protocols available to each other.

In a Smart Metering System whilst the meters play an important role it
is the Management Software behind the meters that play the most
important role as without it your Meters are useless.


Overall it seems that Smart Metering is the way forward.
