Tshwane pre-paid vending

I am at wits end. Tshwane pre-paid vending is off-line most of the
time - causing a number of shops who provided this service previously
to stop doing it.
Tenants were instructed to buy their own, but Checkers in Sunnyside
asked them for an invoice and proof of residence? How is this
possible - does this not defeat the entire objective of pre-paid?
I can also not buy at the municipal 'drive-thru' vending facility in
Centurion since it only accepts the card - I have the number but the
card is with the tenant.

What on earth is going on? Is someone looking at the problem and who
do I ask for help?

Dear Nina,

Many share your frustration but unfortunately the various municipalities
enter into contacts with 3rd party vendors that fail to deliver to
expectation (council as well us public expectation).

The general consensus is that prepayment is the way to go and there are
acknowledgement of the shortfall that you pointed out but it seem to be a
lack in active management that is failing to rectify the problem of poorly
performing 3rd party service providers.

If you compare the private (sectional title) sector to the public
(municipal) sector the problems seems infinitely more in the public sector
because the private sector is far more organised.

It would have been great if the council could respond to this message. Let's
hope we get a response from Tshwane to at least offer some explanations and
what will be done to rectify this.
