retirement village electrical consumption

I took your info from the Saturday Star.

we live in a retirement village which is a life right village. City
power charges the administrators directly for the village. the village
metre is currently being recalibrated and actuals readings have not
previously been achieved for the past +/- 7 years and we understand
that we have all been paying estimated amounts.

to date the administrator has taken the bill and split it between the
amount of units in the village. As they have just increased it
dramatically all our residents are now questioning the rational behind
the split. Some units have air-con, all have underfloor heating, some
are one bedroom others 2 and 3 bedroomed houses. some people share
accomodation whilst others live on their own.

can prepaid metres be installed to the village at this time o all the
individual houses and a seperate one for the admin centre and common
areas.

what would the cost implication be and to whom should this be
directed.

if at all possible could you direct me to whom i should take this
further.
