Prepaid Meter in Ekurhuleni Sectional Title Complex

Hi everyone,

Found this forum from a link in the Saturday Star's letter pages. Hope
someone will be able to assist with my query?

I rent out a unit in a sectional title complex in Ekurhuleni. Each
unit is serviced by its own single-phase electricity meter & is billed
directly by the municipality. In an April 2008 newsletter we were
informed that prepaid meters would be available to all “at R340, a
fraction [20%] of the actual cost.”

I am told however that they don’t install prepaid meters in complexes.
Can anyone confirm this and inform me of my options, as dealing with
deposits, unpaid bills and municipal employees is slowly driving me
insane!

It is correct, Ekurhuleni Metro do not install prepayment meters in
sectional title complexes. This from their electricity department.
Complexes have bulk meters which meters the whole complex and the body
corporate is billed based on taht meter consumption. The sectional
title act makes provision for body corporates to install individual
meters and bill units individually. There is another post in the forum
on this.

It all boils down to the difference between a full title and sectional
title property and how different acts and by laws apply to each. I do
however know of complexes in Ekurhuleni where it looks like a
"sectional title" complex but in effect is not. These complexes have
municipal prepayment meters which causes confusion. Still don't have a
clear understanding of how these complexes can into existence.

There are solutions which is completely divorced fromthe municipal
prepayment out there that cater for prepayment in complexes.

You could either approach the municipality and confirm that they will not
install a meter (I find this hard to believe if they are billing you
directly) or you can install your own prepaid sub meter. They charge for the
meter as per the munic is very low and we would not be able to compete with
such a price, although we do offer very reasonable wholesale prices. The
cost will depend on the type of meter you buy.

We offer an electronic solution whereby we collect your revenue and pay it
over to a designated account once per month.

HI Yes that would be right, The council does not install in complexes
because they have already got a bulk meter outside the complex witch
the body corporate is responsible for.
If you are interested in a prepaid meter in you unit inside the
complex then you need to get hold of a private prepaid meter company
like mine. Where your account at the body corporate is still exiting
but we move your tenant away from post pay to prepay. This means that
the money that flows thought the meter will go to that body corporates
account.
