where to input the IP address

another posting says to input the ip address from my laptop into the
settings screen. But I don't see a place to do that.

If i'm using a bluetooth connection, is that still the right way to
connect?

I can see the ip address on the laptop, I just can't figure out where
it goes on the phone.
