Requests are usually obtained through the Phansite and sent to you by Mishima. These requests have you go into Mementos and track down lesser Shadows who are causing problems for people without being so distorted that they create Palaces.
The letters in parentheses beside the path names are what we will use to indicate request locations below. For example, the first request in the list below is on the Path of Qimranut: Area 1, but we've shortened that to Q:1.
Even though Mishima gives you most of your requests throughout the game, the only way to get these requests is if you raise his Moon Confidant rank. You'll get a text message from Mishima the day after you've ranked him up for 4 specific ranks which are listed below. While you don't have to finish a specific mission to complete Mishima's confidant, you need to complete a lot of the requests in order to ensure your rank with him increases. So always make sure you've read his text messages and identified the target of the latest request before ranking up the Moon Confidant again.
Exploring Palaces isn't the only way to level up in Persona 5 Royal. Shortly after the first arc, the Phantom Thieves will be tasked with completing requests from the public. While not a mandatory part of the story, taking on Mementos Requests is needed to complete most of Joker's Confidants. As the Phantom Thieves' reputation grows, so does Mementos. Players should make a habit of going into Mementos during one of Joker's off-days.
Mementos is also the place where players have to tackle numerous requests, including the ones that are mandatory if players need to max out the game's many Confidants. These requests are a fun way to spruce up the act of exploring a dungeon that can feel pretty bland otherwise, culminating in a miniboss battle that players must triumph against to help change a person's mind and help them see the light.
With regards to the Prison Mail series of requests that requires the protagonist to show Lavenza certain Personas with specific skills, the protagonist can also complete these Requests by using a Skill Card to teach that Persona the required skill instead of just relying on fusion, or if the protagonist already has the Persona with the skill registered in the Compendium, he can simply summon it from there.
Some requests may appear a day or so earlier/later depending on the protagonist's activities. For example, if the protagonist leaves a Jail early, but after partially completing some of the requirements inside, more requests are likely to appear. Additionally, requests involving powerful Shadows will sometimes unlock immediately after the previous one is completed. However, this only applies to automatic requests where the protagonist will receive a notification and not any missable ones.
