Deprecation of the v1.1 API by 8/19

Predicters,
With the release of the v1.3 API we've noticed that there are very few
users still on the v1.1 API. As such we will be deprecating the v1.1
API in two weeks, with a deadline to upgrade of August 19th.
We strongly encourage all our users to upgrade to the latest version
of the API, v1.3, to take advantage of the latest features we offer:
additional training resource properties (including confusion
matricies), utility function inputs and better error reporting.
