Pensioners under the Employee Pension Scheme (EPS) can now submit their life certificates without the Aadhaar cards or the fingerprint verification, the Employees' Provident Fund Organisation (EPFO) clarified on Tuesday.

While issuing alternate instructions to the banks and post offices, EPFO said that pensioners facing problems in submitting Jeevan Pramaan due to non-availability of 12-digit unique identity number or failed fingerprint verification, should be allowed to give paper life certificates so that the monthly payment is not affected.

A police officer who is investigating the case says, "They would put glue on the M-seal where the thumb impression was put. After the glue dries, the imprint gets on that. This way they would withdraw money from people's bank accounts."

Police recovered 314 bundles of land related documents which contained thumb impressions, two fingerprint scanning machines, ATM cards, bank passbooks and photocopies of Aadhaar cards from their possession.

"They would first get the fingerprint scanned from the land papers. Then they would print the fingerprint on plastic paper and put fevicol on the fingerprint. They would keep the plastic paper under a fan for 10 to 12 hours to dry the glue. This way they would get a cloned fingerprint," DSP Priya Jyoti says.

Yogendra Bind, Dukhni Devi's son, in his complaint to Alipur police station in Gaya alleged that on June 1 this year, a CSP operator called Dukhni Devi to his home and took her fingerprint three times promising her to make Shram card. Shram cards help workers in availing insurance, pension, and other social security benefits easily.

The statement comes after Minister of State for Electronics and IT Rajeev Chandrasekhar intervened to ensure the enrolment of a woman, Josymol P Jose, in Kerala who could not get enrolled for Aadhaar as she did not have fingers.

Chandrasekhar said an advisory has been sent to all Aadhaar Service Kendras giving instructions that Aadhaar should be issued to people like Jose or to others having blurred finger prints or similar disability, by taking alternate biometrics.

"A person who is eligible for Aadhaar but unable to provide fingerprints may enrol using only iris scan. Similarly, an eligible person whose irises cannot be captured due to any reason may enrol using only her or his fingerprint," the statement said.

The name, gender, address and date and year of birth of the person who is unable to provide both finger and iris biometrics are captured, along with the available biometrics while highlighting the missing ones in the enrolment software, it said.

Further, a photograph is taken in the manner specified in the guidelines to highlight the unavailability of fingers or iris or both and the Supervisor of the Aadhaar enrolment centre is to validate such enrolment as an exceptional one, it said.
