When I open the clock app and create a new alarm and I change the alarm tone it opens the list of default system tones. I select a new tone and save. That works perfectly every time. After it displays the default list and I tap the plus sign it opens sound picker. I select the folders tab at the bottom and it shows the notifications and the ringtones folder where I've saved my custom short tones. I select one and save. This works great every time.
The timer setup is exactly the same it's all set from within the app. I recently did a factory data reset and haven't changed anything in settings/apps/clock/ notifications. Below I have an image that verifies I have the same default notification settings as you.
Thanks for the reply I appreciate it. I didn't know you are using zedge for the notifications and ringtones. I think that changes things a little bit. I'm not really familiar with zedge but I've been reading a little about it. Seems they have two methods to use. Something about keeping the tone on the cloud and an option to download them into internal storage. People didn't seem to like the method used to download them to internal storage. Anyway you know more about zedge than I ever will and it sounds like you have found a way to get everything back the way you want it and that's what really matters.
Thanks for the reply. I didn't want to go thru the setup again. I had my phone set up like I wanted. I noticed the setting being blocked after a software upgrade. Some of my notifications were not what I had chosen. It had worked fine until about the time of the upgrade. I use Zedge for most of my notifications and ringtones. Occasionally I'll used other media. I appreciate the link, I'll look at it as I may find ones I like.
I left the alarm vibrating and opened the phone's volume controls; the alarm volume was on (half way on the bar) and ringtone was off. I slid the ringtone volume up and there it was, my selected alarm song was playing.
So I set my alarm and I set it to a custom ringtone but for the last 3 months it hasn't played the sound and only vibrates! Why? I've reset the phone and even turned off do not disturb but it still won't play the sound! Anyone else have this problem?
I am creating an alarm clock application, using just_audio to play the alarm ringtones and audio_session to configure the audio type. Without configuring the audio, the app uses the media volume for the audio. I want the app to tell the system that this is an alarm audio, so it uses the system alarm volume for the ringtones and play it even in DnD etc.

When I tap on Change I'm redirected to Sounds & notification section of Settings, where I can only see Phone ringtone and Default notification ringtone. Both set (not silent). As for alarm I can only see alarm volume (not ringtone) which is also around half (50%) and thus not silent as well.
I've been out of "Android world" for around two years or so. Last version I've used was 4.3.5, but I can hardly recall something like default alarm ringtone. If I'm not mistaken, there was default tone for notifications and default ringtone, but alarm tone was always set per each alarm separately.
Go through all of your alarms, including inactive ones, and see if you have "Default Ringtone (Unknown)" set for any. If so, change the ringtone to your custom one or a preset, or delete the alarm entirely.
Assuming Moto is using a near-AOSP clock app... When you have an alarm in the list (enabled or not), you should be able to set its ringtone individually. Setting one will make alarms created in the future use that ringtone by default.
If you want to ensure that your ringtone is successfully changed, or if you want to change it back, go to the iPhone Settings > Sounds & Haptics > Ringtone, and you should see your new audio listed near the top.
