pre-commit.ci updated pricing (it's cheaper!)

pre-commit's pricing model has been simplified and updated to better scale for medium sized organizations

note also that a paid tier of pre-commit.ci will also grant private repository support for pre-commit.ci lite for no additional cost

the four available tiers now are:

- free (pre-commit.ci will always be free for open source)

- individual ($10/month)

- startup ($20/month) up to 25 users

- business ($100/month) up to 100 users

the previous tiering has been retired and will not update automatically -- so make sure to select the cheaper option when renewing
