[partial outage] 2022-06-22 pre-commit.ci is experiencing issues pulling its base image

there appears to be a hiccup with both ghcr.io and docker.io at the same time (!) preventing pre-commit.ci from pulling its base image

during this time, runs may fail with failed to download runner-image:2022-05-05-0ed9080-full info on the pull image step

I'm looking into workarounds to pull the image in manually

This has fully recovered

it appears github packages had an outage starting around 11:50 UTC which resolved at around 12:45 UTC and our failover to docker.io was unsuccessful -- this affected newly bootstrapped hosts only (1/3 of the hosts) -- I was able to migrate data from a healthy host to fix an unhealthy host

I'll be following up by fixing the docker.io failover or replacing it with a different image host
