to pre-commit ci

- every run is ~2 seconds faster (the build step was optimized)

- `language: perl` hooks are now supported

- the default python has been upgraded to python 3.11

- go has been updated to 1.19.4

- dotnet has been updated to 7.0

- pre-commit.ci has reached 1.6 million runs \o/
