[partial outage] some runs are not starting due to github permissions error

these started at approximately 06:00 UTC and will appear as permanenly pending (or will not report a status at all).  most repositories are unaffected at the moment (I can see ~2 affected repositories at the moment from 1 account)

I'll be updating here as well as in the issue on github: https://github.com/pre-commit-ci/issues/issues/112

this appears to have passed -- I'm seeing successful runs on the affected repos and the stuck runs have been re-triggered

will continue to follow up with github though
