javascript advice, please

so, it has been a while since the site has seen any major revisions.
but, alhamdolillah, two are planned or in the works.
the first is huge, and underway, alhamdolillah: users will now be able
to submit iqamah times in real time. you submit new time, and the
times are on the site. just like that, inshaAllah.
the second is also huge in its own way, and still in planning because
i could use (1) javascript advice or (2) someone to write this part of
the code for me.
what is it?
a way to improve system performance dramatically, inshaAllah. right
now, no matter what the zoom level, performance is low because the map
is creating markers for all 1082 points, alhamdolillah, when you load
the page.
but in the future, inshaAllah, the map will load on one masjid, al
Masjid al Haraam, and when looks up an address, the only markers
created will be those that are displayed in the map and in the nearby-
unseen map tiles (Google Maps load and display as tiles in case you
did not know).
since history has shown that i on my own cannot program for databases,
what i need is code in javascript that will select for a new array
points from the old array, and do so on demand.
so the "old array" is the set of all points on the map. and the new
array will be just those points that need to be created. also, i need
to be able to overwrite that new array every time the user moves the
map far enough to see points not already created.
if you can help with code or advice, please do so.
