This is a shlokaH from bhagavadgItA.  This is the first of 8 shlokAH that svAmi-shivAnandaH has identified as the promise of bhagavadgItA to the uninitiated.  While one can go to great depths to try to explain it, our objective here is simple - we are looking at the simple linguistic meaning.


अभिक्रमः - a great undertaking.   अभिक्रमनाशः - the failure of an undertaking.
इह अभिक्रमनाशः न अस्ति ।  And, this failure to do what you have committed to is not actually a failure.
प्रत्यवायः - penalty for omission
प्रत्यवायः न विद्यते । - There is no penalty for omitting to complete the resolved upon task.
स्वल्पम् अपि  - even a little.  अस्य धर्मस्य - of this good task one has thought of committing to.
त्रायते - protects
महत्   भयम् - great fear (death)
अस्य धर्मस्य स्वल्पम् अपि महतः भयात् त्रायते ।   Even a little bit of this good intention will protect from the biggest fear that is death.

Even one good thought that man has, takes him a long way.  All he may have done is think.  He may not have lifted a finger to implement that good thought.  But, the thought itself does him a big favor.
For some tasks that we do, we may not accrue any puNyam (good merit).  But, failure to do them will trigger penalty.  But, in this case, that kind of penalty for not following through is not there.  Even a good thought is counted towareds 'dharma'.  This thought saves the thinker from the biggest fear that is death.  

On another front, we know that great people are alligned in thought, word and action.  This person though, has had a good thought, but is not following through on it.  The consolation is that this person has taken the first step towards becoming great in the future.
