Joint Stake Holders’ Reports on Freedom of Belief, Thought and Expression

to the United Nations Human Rights Council (UNHRC)

in view of forthcoming Universal Periodic Review (UPR) of India,

scheduled to be held in May 2017.

Human Rights Scenario in India :

India witnesses growing intolerance to any expression that is assumed to be different to the ideology, programmes, interpretations and symbols of the fundamental groups in power with direct and indirect patronization / interference by the State.


Religious minorities, dalits, adivasis, writers, poets, historians, film-artists, environmentalists, feminists, anti-superstition activists, sexual minorities are regularly targeted, threatened and harassed for their views & practices.


The civil society groups and human rights defenders working for the Constitution and human rights are, selectively, subjected to threats, harassments, false cases, undue restrictions, police atrocity and lethal violence.


Such a situation further marginalizes and victimizes the religious minorities, adivasis, Dalits and others and undermines the values of the Constitution, democracy, cultural diversity and human rights.


It necessitates that the well-meaning and concerned citizens and civil society groups to deliberate on the issue and to reclaim the freedom of expression, thought and belief in India and create public opinion on the Government to come out with clear-cut laws, measures and mechanisms to protect the rights of minorities, adivasis, dalits and liberals. 


It also needs to create awareness among civil society and opinion builders and moblise them to undertake campaign to influence the duty bearers using democratic and peaceful means/mechanisms available at local, national and international level.

Universal Periodic Review :

You may know that National Human Rights Commission (NHRC) and civil society organizations are in the process of documenting the present situation of human rights in India and preparing to submit Reports to the United Nations Human Rights Council (UNHRC) in view of forth-coming 3rd Universal Periodic Review of India in 2017.


​The Universal Periodic Review (UPR) is a unique mechanism of the United Nations Human Rights Council (UNHRC), aimed at improving the human rights situation in the ground of each of the UN Member States. Under this mechanism, the human rights situation of all UN Member States is reviewed in every 4.5 years. The result of each review is reflected in an “outcome report” listing the recommendations the State under review (SuR) will have to implement before the next review.


As per the Institutional-building text of the UN Human Rights Council, as set out in resolution A/HRC/RES/5/1 of 18 June 2007, it indicates that the review shall assess to what extent States respect their human rights obligations contained in various international laws, treaties and other obligatory instruments. So, this is another opportunity to put pressure on the duty bearers for improvement of human rights situation in our country.

National Solidarity Forum (NSF) :

National Solidarity Forum (NSF) is a national level platform of activists, media persons, researchers, legal experts, film makers, artists, writers and scientists, emerged after Kandhamal violence, working for justice to victims of organized violence.


The National Solidarity Forum (NSF) has organized five Regional Consultation Workshops at Mumbai, Hyderabad, Calicut, Raipur & Bhubaneswar and one National Consultation Workshop at New Delhi, with the purpose to deliberate on the situation and develop a Stake Holders’ Report on Freedom of Thought and Expression and submit it to the  United Nations Human Rights Council in view of forthcoming Universal Periodic Review (UPR) of India scheduled to be held in May, 2017.
