I sure noticed the "performance" of Andrew getting an iso in 4 hours over ftp - that's what I was
looking at. By word-of-mouth (un-trustable source) I heard that "offenders" (read: downloading
people) are being "tackled" (yes, as in rugby) and prevented from "stealing bandwidth". (?)

That I don't have one, and at 150USD a month vs my current 130, costs of getting one (220USD asked 3
years ago, I'll let you imagine how much now) doesn't fit the picture. My picture at least.

I paid something like 50 USD to get a phone line connection. Within 3
days up and running.
