During the 2019 winter weather season we will be updating the Plow Tracker v. 2.0 with new vehicles on a continuous basis. At this time, not all of the vehicles in our fleet have been upgraded to be compatible with the Plow Tracker v. 2.0, so it is possible that your street has been treated though it has not been reported on Plow Tracker v. 2.0.
The Plow Tracker v 2.0 displays the history trail of Public Works vehicles conducting deicing and/or anti-icing and plowing operations. Vehicle travel on City streets is displayed with a pink history trail.
The Plow Tracker v 2.0 does not display the current location of vehicles traveling slower than 2.5 m.p.h., or if the ignition is off. To ensure drivers are able to treat the roads without interruption, vehicle icons are presented with a time delay.
Primary and secondary streets are treated simultaneously but during heavy snow or changing weather conditions Public Works vehicles may return to treating only primaries prior to returning to secondary and tertiary routes. The streets are categorized based on traffic volume.
To apply deicing and/or anti-icing materials to streets during a winter weather event Public Works drivers may turn their vehicle around and back up steep hills because this is the most efficient and safest manner to treat the street. In other instances, drivers may encounter difficulty accessing narrow streets when cars are parked too far into the roadway. In such cases, the driver has to return in the hope the vehicle has moved or return with a smaller piece of equipment.
For the 2018-19 winter weather season, Public Works is treating roads with a new rock salt made of Magnesium Chloride instead of Sodium Chloride treated with liquid Calcium Chloride. Magnesium Chloride is expected to have a lower melting point and better deicing capabilities, particularly at lower temperatures. Our new deicing material is treated with a blue pigment that enables residents and drivers to be better able to determine if the street has recently been treated.
Public Works classifies storm conditions into Levels, which determine the required response for a given winter weather event. Based on the Levels, residents and drivers can expect that all streets will be treated in the following manner. Know that while there are periods when it is not snowing, that does not mean the weather event has ended.
Since the launch of the project, China has invested more than 100 billion USD into BRI-related infrastructure projects according to the MERICS BRI database. Not included are projects still under construction or in the planning phase, which involve much larger investment volumes. The map below shows railroad, pipeline and port projects. Projects in these areas usually receive the highest media attention, but do not necessarily involve the largest investments. The MERICS BRI tracker, an ongoing series of analyses and mappings, therefore also keeps track of investments into sectors such as power generation and transmission, as well as digital and financial infrastructure, amongst others.
First, the MERICS BRI database shows an uneven track record as to whether and when projects proceed from the planning and MoU stage. Blanket allegations that China fails to deliver on promised investments have proven to be unfounded. But China found some environments more difficult to operate in than expected, and expectations of fast results were disappointed in many target regions. Many initially enthusiastic governments, such as in Central Eastern Europe, now view the BRI more soberly.
I understand the frustration and have heard the calls from Houstonians for something to be done about our streets. My pothole repair initiative is the first step in gaining your trust on this issue. The goal is to assess and repair potholes reported to the 311 Help and Information Line by the next business day. As part of this effort, we have streamlined operations and put in place improved customer response protocols. I know this is a short-term fix, but it is a step that we need to take to get us to the long-term solution for our streets. I know our hardworking City street crews are up to the challenge.
Houston Public Works recognizes that filling a pothole is only a short-term fix and sometimes more work is needed. The City will continue to fill potholes by the next business day or sooner and will also work to replace more street panels to improve mobility and safety.
What is a pothole?
A pothole is a hole in the roadway pavement that may vary in size and shape. A pothole forms when water has seeped under the pavement and into the road base. As vehicles run over these weakened areas, the pavement disappears and the hole gets larger.
But Final Cut Pro recently introduced some advanced tracking, masking, and color grading tools, so I wanted to see how well they worked when combined with a difficult color adjustment. And I had just the thing.
Recently, I went on an offroading adventure with some buddies and a fellow post-production pro brought along his Jeep. So, of course, I shot some video of him zooming around a corner with my iPhone 14 Pro Max. Handheld.
Early in this clip there are a couple instances where the Jeep is partially or entirely offscreen, so I marked those frames and added a keyframe for the position of the tracker. To do this, you just click the keyframe button (shown in yellow) and move the tracker in the viewer to the right spot. If you have ever used Apple Motion, this will all feel very familiar.
When the Jeep was off-screen I just dragged the tracking grid off-screen as well (see below). The two icons to the left of the keyframe icon allow you to quickly navigate to next/previous keyframes. This is helpful as a sanity check in case you are seeing odd behavior with your tracking.
This adds a new mask in the Mask section of the Inspector. This can be combined with our Shape Mask to create a selection that tracks with the Jeep (Object Tracker), limits the portion of the screen affected (Shape Mask), and then further limits the correction to a specific range of Hue, Saturation and Lightness (the HSL check boxes).
