No Notes but still get sound

So i opened up a Power Tab File I downloaded. And when I opened it up
there were no notes or anything, but when I went to play it, I would
get only sound and the only thing that was there was the 1st blank
Staff and Tab lines.
Is there something wrong I did or the program, or is it the person who
uploaded it?
