How do I determine the name to reference an external program?

I am launching a program on a timer. I don't want the new one to start until
the first one ends. Neither using the name of the exe or the name on the
title bar make it accessable. The method that id in the powerbuilder
information assumes you know the name the system knows it as like scicalc
for the calculator but where do you get that information? Since the program
