Insert a contact in a public folder

Hi
I've a problem with the connection to outlook. I'm trying to add a new
contact in a public folder; when the contact belongs to the folder's user,
there is no problem, but there is nothing to do when the folder is public.
What´s the problem? All the users can add a new contact in that folder; the
process is simple and I can access to the public calendar, public list
adress, etc.
Can you help me?
