How to set up different users for an application?

Dear all,

I am writing a multi-user application. I would like to have multiple
logins, so that we may have different users with different access
permissions. However, when I try to use a different user in the
database (ASA), and try to change the table, unless I'm the owner it
won't let me.

How do you overcome this limitation?

How have others of you who have written multi-user applications dealt
with this?
