Version 1.1.1, with new features and new working paper

The new version of the working paper includes new sections describing a new feature of powerlaw: generating random data.

Version 1.1.1 with this feature has actually been out for awhile, so it's possible you already have the "new" features on your current powerlaw installation. Now, however, we have the new paper describing how to use it.
