Run Location doesn't seem to work.

I have four Quick Launch items all set to a Run Location of New tabbed
console. However when I click on the toolbar button nothing happens.
If I set them to Current tabbed console they do start in the current
tab. What am I doing wrong? I want them to start in a new tab in the
current pane. Is a pane and a console the same thing?
