Tariff evaluation error

If you have look at the server logs for the 2022 qualifying games, you will see some error messages -- see Issue #1146. This does not appear to be causing problems for anyone but Mertacor, and only for them when they issue TOU tariffs with identical hourly rates. So those tariffs are effectively being ignored by the ColdStorage models and maybe one or two others.
