New schedule for 2022 Power TAC turnament

Dear colleagues -

After hearing support and no opposition to postponing the 2022 tournament, here is the new schedule:

• Qualifying round will start 8 November
• Final round will start 6 December

So there's still time to register your agent. We'll get the powertac.org website updated ASAP.
