I previously forwarded this ESA Invitation To Tender to this list. For general interest, here I attach the Statement of Work. Note that the intent is to let contracts two studies, each capped at 500 kEuro, to be completed by the end of 2023.

 

Only available to bidders from ESA Member States, mind you… although subcontractors from non-ESA countries may be allowed.

 

This is ESA approaching the SPS opportunity methodically, something like what NASA did in the early 1970s, when it engaged Boeing etc., to carry out initial system studies.
