That puts them about 5 years behind DARPA (800W in 8.6km)

If we continue to 5x every 5 years it will take 35 years to have GEO range.  Long before that perhaps GEO to LEO and Moon orbit to the surface will be useful enough to ffund accelerating the pace of development.
