I won't be able to make the meeting today, so here is my biggest suggestion:

To level the field and control the speed of the cars insert a current limiter provided by the race officials.  The easiest solution is to use an automotive fuse, cheap, easy to use, and available for everyone.

At the start of each race collect all the fuses, mix them up and re-distribute them.  The fuse holder must be on the outside of the car so everyone can see it and it can be disconnected in case of a fire.

I won't rehash all the rational for this, I'll just say its the easiest, least likely to be corrupted solution I have come up with.

P.S.  A penalty for blowing your fuse during a race might be to run to the race officials and beg for a new fuse :-)
