Change to how indoor OTA lab resources are reserved

Dear POWDER Community,

We are making a minor, but convenient change to how indoor OTA lab
resources are reserved. Since no more than one project can reserve
resources at a time in the lab (due to the high potential for
cross-experiment, cross-project interference), indoor OTA lab
resources are now reserved as a block. When viewing the "Reserve
Resources" page, click the "OTA Lab" checkbox. This will auto-populate
the list of resources with all indoor OTA lab resources. If you click
the checkbox again to clear it, those resources will all be removed.
This change should make reserving indoor OTA lab resources simpler,
and will hopefully prevent confusion related to availability going
forward. Please let us know if you have any questions.
