plpgsql_check finished

Hello

I finished a initial stage  - all my ideas are implemented now, and plpgsql_check has fully functionality of plpgsql_lint and plpgsql_check_function.

ToDo:

 * fix a comments and documentation - I have to find someone with good English skills

 * rpm and deb packages

 * backport to PostgreSQL 9.2
