Did anyone ever thought of exporting PostGIS Raster to MBTiles format
- an vice versa: importing MBTiles to PostGIS Raster?

I did not try this, but with GDAL trunk now there is the MBTiles
driver [1] and it should be pretty easy to do it in one way (from
MBTiles to PostGIS Raster) using gdal_translate.
For the other way I think TileMill supports only GeoTiff to generate MBTiles.
