Thanks for including me in this mail Shilpa. Adding Amitabh to the loop as well.

Just wanted to let you know that Frederika called me this morning to ask about who is the convenor and whether the meeting is on tomorrow. I told her that as of now the whole group is the convenor but that we will only confirm tomorrow after we all discuss our participation with our relevant organisations and respond within the group. 

@Abhishek - requesting you to send out the minutes from Tuesday's meeting - even if it is just bullets of what was agreed as the way forward (and not details of all the discussions since there were so many).

Here are the next steps as I see them: (Please feel free to add / delete)
- We finalise who all are going to be part of the process - Bahai and Nirantar were to get back
- We agree on the process - and what each organisation (that is going to continue in the Convenor group) will do within this process
- Figure out who will attend tomorrow's meeting if at all (Frederika is awaiting a time from us - she said she is available any time tomorrow afternoon). I can make it towards the end of the day - around 5 pm ideally and what we will say at this meeting. I also told her we will confirm the meeting time tomorrow
- And eventually get back to them with time lines and a budget

I suppose the minutes are critical to get a dialogue going in this group - because otherwise everyone will respond from their own understanding of what's happened and I have to admit mine is very limited at this point since I got into this fully only on Tuesday

I also feel we all need to meet again once to agree on some protocols within the Convenor group - ideally when Neha as back as well. This can happen perhaps on 31st Dec or 2nd Jan onwards anytime based on people's availability

I apologize for the delay in posting the minutes of the meeting.

I would like to clarify that no one was specifically asked in the beginning to take down the meeting minutes. It was at the very end only that I was given this responsibility.and consequently, the record for exact conversation is not in my possession.

Therefore, what I'm attaching here are essentially some personal notes, made for my own understanding. However, I have tried to ensure that most of the major points of discussion are covered in them.

Please pardon the errors/omissions that might have crept in.

On behalf of Pravah I would like to share that 

1. We would like to continue to be part of the working group

2. We would be happy to do some regional consultations (we already have identified tentative partners for the North East, East (for Odisha, Jharkhand and Chhatisgarh and perhaps W Bengal) and West. Based on responses from others we could look at figuring out the other regions as well. Given that the paper will go out to many young people and youth organisations I think we could look at 50-60 youth per regional consultation.

3. We will also try and get inputs from youth organisations who are part of our networks

4. We would like to write up a paper post these consultations rather than pre.

5. Budgets and detailed plans I presume will require another meeting - which can happen in early jan as I am traveling next week and Neha also returns only then

I can join the meeting tomorrow with UNFPA if needed - provided it happens around 4.30 pm or so. Would be good to know who else can come. 

I propose we meet again as a group in early jan to figure out details, roles and ways of working

During a meeting held in JOSH regarding the post-2015 consultations, the following were decided:

JOSH will take responsibility of holding 5 regional issue based consultations with various partnering groups and organizations.During this process we propose to put together a document capturing concerns of youth on different issues which will provide for a starting point to the discussions at these consultations. We will also revisit the input papers that emerged out of the consultation for the approach paper to the 12th Five Year Plan and other such documents. As shared, the idea is to look at these inputs as well as capture further additions and nuances to them. After these consultations, we will be consolidating a paper, which will be targeted towards recommendations for the post 2015 agenda for youth.

As suggested by Pravah, I agree that we will need another meeting to decided the budget and detailed plan.

Hi All,

Aparajita, Saurabh, Ishita and I have been in touch this morning to discuss the response to UNFPA. Suggesting next steps below:

1. I spoke to Frederika about today's meeting and because many of us were not free this afternoon, told her that we would prefer to send her a mail today with our response and set up a meeting post 2nd Jan if possible. She was fine with that. She is traveling after today and is back in office on 2nd.

2. Ishita to draft a mail for them which can go out to this group for ratification. This mail will synthesize the various suggestions that have come so far. I hope I got that right Ishita? Once this group ratifies - can you please send it to Frederika today as well? 

3. Ishita - request you to coordinate this next meeting with UNFPA since you so kindly offered already :). Suggest we do it on a date when every organisation can be represented - so that we are all on the same page. 

4. Regarding my dates (Neha - request you to give in your dates as well). I am available on 2nd morning and then any day 7th-9th Jan. 

5. Suggest we plan a meeting of this group before we go to UNFPA if possible - to build greater clarity and complete consensus on the  process and plans. I am available for this on 31st if that works for the others - if not of course the dates given in Point 4 above still work. Again lets do this on a date when everyone is represented..

Sorry for the late post - Meenu, thank you for the conversation today morning and also for forwarding all the group emails to me. 

All the follow ups from my end:
  • I will draft an email on behalf of the group and share it with all of you, once you agree, will send it to Frederika and UNICEF.
  • Is the group available to meet Frederika and UNICEF on 2nd of January in the second half? Say at 4.30pm?
  • Regarding our meeting to align all the different proposals on the table into one and also look at budgetary issues - would everyone mind if we met on the 2nd of January earlier than the UNFPA meeting itself? Our office is shut from the 25th to the 1st. 
  • The YP Foundation is happy to commit to the following things till March end:
    • We can write the paper on Young People and Health (mainly focussing on Sexual and Reproductive Health) and we will definitely bring in NCDs and other issues in context as well.
    • We will base the paper on what's come out of the Health inputs from the 12th Five Year Plan and as I suggested to Meenu, write the final paper once all consultations are done - so we can include all inputs from consultations as well. (Instead of writing one now, and writing another report on health later)
    • We are happy to take the lead on hosting and conducting the National Consultation for special groups left out of the inputs taken from the 12th 5 year planning process - particularly young people living with disabilities (as 1 consultation), young people living with HIV, and LGBTQI young people. 
    • We will look at regional participation for the same, and this would make more sense than holding 5 regional consultations for special groups. (If that's what the group really wishes to do, we can look into it - but it makes more sense to bring regional groups together in this case).
    • We would recommend holding one to two national consultations across a few days consecutive days or with a small few days for each of the specific groups. 
    • We are happy to help with the drafting of the formats for the general consultations, especially since we are actively working on Post 2015 and ICPD 
    • Meenu and I spoke about putting together a small drafting team across all the organizations for all formats, so that it is aligned.

Dear All,

Thanks for such quick responses since this morning. We are glad that different organizations are taking interest and committing to hold different consultation bringing together a diverse group of youth.

However since this process aims at a larger engagement and inclusion of voices of the most marginalized, we should give the other groups some time to decide and respond on the future strategies, as that will help to ensure maximum reach and effective planning. Also, collaborating with the UN process though is one of the important components of the larger process yet we should not loose sight of the larger goal and processes and therefore, take enough time to include everyone in the planning.

Although, we understand that there is some pressure to respond to the UNFPA with our plans soon, but committing to things which we have not really decided through a democratic process and reached at a consensus will limit the scope of this process. Thus. I suggest that we wait for all the members of the group to respond and decide collectively on the plans only then make concrete commitments to UNPFA.


Also, this process till now have been facilitated through a secretariat which has been coordinated by Abhishek, we request that we all try do things through the secretariat, otherwise it will become difficult to keep everyone in the loop and avoid miscommunication especially when we are looking forward to getting many more members to join in the coming months.

Dear Ishita,

Thanks for incorporating some of the changes in the letter. However, keeping in mind that not everyone has responded with their plans, we should not detail out the nature of the different consultations, as that will not only give a limited picture to our proposed reach, but it might also exclude other crucial issues like governance, livelihood, active citizenship, environment etc. (which have been discussed during the earlier meetings)

Therefore, at this stage it might be wise to just tentatively mention that all the groups are planning regional consultations and few national consultations on different issues, inputs from which will be consolidated to form papers.

Hope you will incorporate the suggestions.

She is conducting a voter registration and so join back the group once her events are over. 

Could JOSH and the group let me know what you would like me to do with the letter we are supposed to send? Edits that you and others have suggested have been incorporated. I just sent out the final versions with edits from Restless, Josh and Pravah. 

We just need to send a formal response with a tentative plan as that was committed to and we can move forward as per the process that you're recommending, that has been followed by everyone.

Thank you for this, this is very helpful. I am fine with the changes, will wait for a send off from others before sending it out. 

A request for clarification - it was TYPF (and Nirantar I think, I could be wrong) who mentioned in the meeting that there were specific groups who had been left out of the 12th process and 2015 discourse, and that we would like to hold specific consultations with them. 

The groups that we mentioned in the letter (LGBTIQ young people, persons with disabilities and young people living with HIV) are the ones we wrote in committing to host consultations with. TYPF would not be conducting any of the open regional consultations, as have also been recommended. 

With your edit that we take it out - I'm not sure what your recommendation is. Are we not looking at doing any consultations with specific groups? Or are we to decide who these groups are and what consultations we are doing when we meet? This would just help me place TYPF, since we are not doing the broader open consultations in any case.

Dear Ishita,

I am completely with you regarding the inclusion of the different specific groups which  includes the specific groups that TYPF has committed, however, the reason for not putting down specific names that this stage is because there will be many more such specific groups that the group might reach out to. But as mentioned in my earlier mail, please feel free to make changes in the edits.

Also, most of these modalities can be discusses and clarified when we all meet.
