In my case I didn't have both ocx (mscomctl and comctl32) copied to \windows\syswow64\ and not registered.

After fixing that, PortUp runs!!

Ex.

copy *.ocx %WINDIR%\syswow64

Regsvr32 c:\windows\syswow64\comctl32.ocx
Regsvr32 c:\windows\syswow64\mscomctl.ocx

If you don't have permissions to folder syswow64 (topic) like me and many other WinUsers, doesn't matter. Copy both ocx files to %windir% and register them with:
