Help with design in Portal

Hi guys,

I have a requirement where there are hundreds of cards offers (appx. 500+) which needs to be displayed in portal with unique URLs.

Present solution: https://domain/wps/portal/.../category/offer-details?offerId=xyz&category=abc

A page with portlet which renders the content based on id and category at runtime (this uses WCM content & components to render).

Expected solution: each offer/offerid should have unique URLs without query string and offer must be rendered. categories are more than one and each category will have more than one sub category or offers within category of sub category.

https://domain/wps/portal/.../category/offer-details/<category>/<offerid>

How to achieve this design/implementation in portal 9
