Source of .PPpatch files

Hi there,

First--thanks for Portable Python. It's very useful and works without complications.

Quick question about the .PPpatch files: where do those come from? Specifically, what is the license under which they are released? They modify files that are proprietary, but were the patches themselves constructed by Perica Zivkovic?
