The portablegis.exe is never created in the root directory. What has happened, and how do I get the control panel to be created? I'm on Windows 7 64 bit, 8GB RAM, and plenty of hard drive space. Suggestions?

The problem was in fact my antivirus seeing the portablegis.exe as malware. My antivirus also saw several other components as malware, so I think it broke other items as well. I have to now track down what they were and white list them. The problem is that when I go to use this on a computer where I don't have antivirus admin control (like at work), it's going to be likely that antivirus will do the same thing, making this tool less than useable. I can send you a list of what gets detected as malware if that helps.
