Denominator confusion for NQF0041 - Older NQF Report

Hello All,

Here, I am attaching Report guide for help.

Currently, we encounter one issue with NQF0041 where Denominator condition as below:

Denominator =

o AND: All patients in the initial population;
o AND: “Encounter: encounter influenza” after or simultaneous to “measurement period”
>=58 days;
o AND: “Encounter: encounter influenza” before or simultaneous to “measurement
period” <=122 days;

My Question is:

- According to above condition,
- there must be one encounter between - Starting before 122 from the measurement period starting date - end of measurement period
- And one more encounter between - Starting of measurement period - 58 days after end of measurement period

What if, there is only one encounter in measurement period. It will fall under both criteria and satisfy above both condition.
Does it really required to have 2 encounter or this is mistake in document and only one encounter starting from Starting before 122 from the measurement period starting date - 58 days after end of measurement period will be enough to satisfy the criteria.

Please help me to understand the condition.
