Today's newspaper reports carry the story of the illegal custody and gory
third-degree torture of a hapless 49-year old woman by 7 policemen of
Udumalpet police station.

. The alleged impunity of the Policemen in this horrific crime is truly
shocking. Supreme Court once described such behavior of rogue Police as
animal behavior. Fortunately, animals are far more humane and considerate
than men with a penchant for abuse of power.

Tamil Nadu Chief Minister takes so much pride in the 'Professionalism' of
the Police force under her rule and gives them unfettered authority to deal
with criminals with an iron fist. So much so that she did not hesitate to
''instantaneously'' reward 260 personal involved in an ambush operation of
arresting 2 so-called ''terror suspects'' in October 2013 by giving liberal
cash awards ranging from Rs1 lakh to Rs15 lakhs and accelerated promotion
to many cops. In the recent concluded assembly session, she proudly
announced on 6th August 2014 that her State police force are doing
excellent duty and hence Tamil Nadu is the most safe state for women in the
whole country under her rule and that crimes against women are decreasing
since she took over. She reeled out statistics to prove her point.

The infamous ''Chidambaram Padmini gangrape'' case happened in June 1992 in
which a hapless woman named Padmini was subjected to repeated and
horrendous gangrape by the Police Personnel. Since then, successive
Governments have not learnt lessons to truly reform the police. There have
been regular reports of custodial deaths on account of third degree torture
and extortion by the Police, in the garb of cracking up an accused in Tamil
Nadu. Statistics reveal that the number of custodial deaths have shown a
steep increase in Tamil Nadu recently. Even juveniles are at the receiving
end of the unruly police.

After pushing and prodding by the Hon'ble Supreme Court, the Tamil Nadu
Government enacted the TN Police (Reforms) Act,2013 which many Activists
feel was watered down and does not bring in true reform in the Police
Force. One does not know if the Police Complaints Authority as per this new
law, which should inquire into allegations of 'serous misconduct'' such as
rape, death or grievous hurt in police custody is functional or not, as on
date. There is very little awareness about the provisions of the Act
amongst the public, especially the most vulnerable and powerless sections
such as dalits, women etc.

Tamil Nadu Chief Minister J.Jayalalitha was instrumental in pioneering the
establishment of All Women's Police Station, which was appreciated the
world over. However, the All Women's Police Force themselves desperately
need counselling and reform and seem to have internalised all the wrongs
and highhandedness of the men police force.

Chief Minister Jayalalitha believes that suspects in crimes against women
and children should be impounded under Goonda Act.If there are perpetrators
who deserve to be arrested immediately under Goonda Act, these alleged
hardcore criminals wearing the khaki uniform are the most appropriate. She
should act decisively against the rogue police, who deserve the highest
punishment. In order to prevent destruction of evidence and to protect the
hapless victim, the 7 police suspects should be taken into custody without
a minute's delay. The Chief Minister should not wait for the Court to give
directions.
