core-tooltip z-index behind drawer

I have this annoying core-tooltip not positioning above content. It stays behind the core-scaffold drawer.
I've tried toying with z-index properties and stacking contexts but i'm lost, can't get the hang of it.

The core-header-panel  inside of core-scaffold's shadow dom has `overflow: hidden` on its main content area. You can override this with:

core-scaffold /deep/ core-header-panel::shadow #mainContainer {
  overflow: visible;
}

...though that may have other consequences.
